Renters are being cheated in Israel!

I have resolved never to rent an apartment in Israel.  The number of times that my mother has been cheated, the landlord sending people to look at the apartment with too short notice. the last apartment, the landlord came in to use the bathroom, and "borrow" her computer, ( it came back a few days later).  

There has to be laws that protect renters from unscrupulous landlords!  


This article deals with renters in Los Angeles, but even though it is from 2001, I feel that it is a good practice for landlords to write receipts.

This question deals with rent from a business, and here it is the law for the landlord to give a receipt and report the income to the Income Tax Authority.

This is the law that Shelly Yechimolovich wrote in 2010.  I have read through the whole thing,  as well as my oldest son, and it doesn't say anything about the landlord has to give receipts,   or confirmation of payment,  to the renter.  This is a glaring hole in the law.  How can the renter prove that he paid the rent?  If he/she paid in cash, how can it be proven?
If this is the case, then the State of Israel is not being honest with renters and there is no way to prove that the rent was paid!  The other thing that is not in the law is that the landlord is getting passive income and that is not being reported to the state.  In the case of a business property this is being reported but it looks like for private renters that there is no tax, because there is no reporting!   But if there were a tax, who would really pay it?  The renter, this is no help because the renter pays enough for the place to live.  We need a better system!
